- 2024/25: 9.9% increase (actual -- first year of LTP)
- 2025/26: 6.6% increase (actual -- current year, avg $85.56/week)
- 2026/27: 7.96% increase proposed (draft Annual Plan -- not yet adopted)
- 2027/28 onwards: further increases projected in line with the 10-year capital programme
What Is Driving Rates Increases?
The main drivers of Christchurch rates increases over the 2024-2034 period are: three waters (drinking water, stormwater, and wastewater) infrastructure renewal ($1.8B over 10 years); transport and roading renewals ($1.2B); the Te Kaha stadium targeted rate; debt servicing on post-earthquake rebuild borrowing; and construction cost inflation which has pushed several projects above their original LTP budgets.

Christchurch City Council provides drinking water, wastewater treatment, stormwater management, 1,300km of roads, parks and reserves, libraries, pools and recreation centres, community facilities, and planning services. The $6.8B capital programme over 2024-2034 covers new assets and the renewal of existing infrastructure.
